Germany has always been one of my top recommendations for Indian students — affordable or even free tuition at public universities, strong job prospects, and a welcoming environment for Indian professionals. But in 2026, there is an important new rule that has caught many students off guard. I want to make sure you know about it before you plan your application.
What Is the APS Certificate and Why Does It Matter
The APS certificate (Akademische Prüfstelle) is issued by the German Embassy in India. It is a mandatory document for Indian students applying to German universities. Its purpose is to verify that your Indian academic certificates — your Class 10 and Class 12 marksheets, your degree certificates — are genuine.
Without the APS certificate, you cannot apply to most German universities. It is not optional. It is the first major step in your Germany study journey.
The New 70% Rule — Effective March 15, 2026
From March 15, 2026, the German Embassy has introduced a new eligibility condition for the APS certificate:
You must have scored at least 70% in your Class 12 board examination to be eligible to apply for the APS certificate.
Before this change, there was no fixed minimum percentage. Students with lower scores could still apply and be processed. That is no longer the case.
Why has this been introduced? Germany has been receiving a very high volume of applications from Indian students, and the APS office has been overwhelmed. The 70% threshold is a filtering mechanism to manage the workload and ensure that students applying have a reasonable academic foundation.
What If Your Class 12 Score Is Below 70 Percent
I know this is the question many of you are anxious about. Let me be direct with you.
If your Class 12 percentage is below 70%, you currently do not meet the eligibility criteria to apply for the APS certificate, which means you cannot apply to German universities under the standard undergraduate route.
However, here are paths that may still be open to you:
Option 1 — Studienkolleg: If you completed Class 12 but do not have the required percentage, some German universities still accept students who complete a Studienkolleg — a one-year preparatory course taught in Germany before you enter your degree program. The Studienkolleg has its own entry requirements, and some are more flexible than direct university admission. This is worth exploring.
Option 2 — Completed a bachelor’s degree in India: If you have a full three-year or four-year bachelor’s degree from an Indian university, the 70% Class 12 rule becomes less relevant. The APS process for students with a completed degree looks at your overall academic record, not just Class 12 marks. Master’s degree applicants are assessed differently.
Option 3 — Consider other European destinations: If Germany is not accessible right now, do not feel stuck. Ireland, the Netherlands, and Austria offer similar quality of education and strong post-study work options. I can help you find the right fit.
How the APS Certificate Process Works in 2026
For those who do meet the eligibility criteria, here is how the process works step by step:
Step 1 — Register online: Go to the APS India website and register for an appointment. The portal is at india.diplo.de. Slots fill up quickly, especially before the winter semester deadline, so register as early as possible.
Step 2 — Prepare your documents: You will need original and attested copies of your Class 10 and Class 12 marksheets and certificates, your bachelor’s degree and transcripts (if applying for a Master’s), your passport, and passport-size photographs.
Step 3 — Attend the interview: The APS process involves a short verification interview at the German Embassy in New Delhi, Chennai, or Mumbai. The interview is conducted in a mix of English and sometimes the language of your program. It is not a difficult interview — it is mainly to confirm that your documents are genuine and that you understand your own academic history.
Step 4 — Receive your APS certificate: Processing typically takes 4 to 8 weeks. Once you have your certificate, it is valid for life — you do not need to renew it.
How Long Does It Take — Plan Your Timeline
I cannot stress this enough: start the APS process early. Many students come to me in March or April hoping to start in the October intake, and by then the APS slots are either full or the processing will not complete in time.
Here is the timeline I recommend:
- For October 2026 intake: Begin APS registration by May or June 2026 at the latest
- For April 2027 intake: Begin APS registration by October or November 2026
Factor in 6 to 8 weeks for APS processing, then the university application deadline, then the student visa processing (which takes another 8 to 10 weeks after university admission).
Financial Requirements for Germany Student Visa 2026
While we are talking about Germany preparation, let me also cover the financial requirements since many students ask about this together with the APS.
To get a German student visa, you must open a blocked account (Sperrkonto) with EUR 11,904 deposited in it. You can withdraw EUR 992 per month once you are in Germany to cover living expenses. Popular providers for this blocked account include Fintiba, Expatrio, and Deutsche Bank.
This amount is separate from your tuition fees. Most public German universities charge only a semester administration fee of EUR 150 to EUR 350 — there is no large tuition fee the way there is in the UK, USA, or Australia. This is one of the biggest financial advantages of Germany.
My Honest Advice for Students Targeting Germany in 2026
Germany remains one of the best study destinations for Indian students, especially for engineering, computer science, management, and natural sciences. But you have to plan carefully.
If your Class 12 score is 70% or above, get started on your APS immediately. Do not wait.
If your score is below 70%, talk to me or another genuine counsellor about your options. There are paths available, but they require a different strategy.
